A survey is being conducted to identify out-of-school children in the BBMP limit, and so far, out of 1,08,203 children, 6,936 out-of-school children have been identified, said Special Commissioner of Education, Preeti Gehlot.
Joint Commissioners of BBMP’s all zones have been assigned as nodal officers for the survey of out-of-school children. Accordingly, ward-wise staff are being assigned in all zones and the survey work is being conducted through them.
According to Article 21(A) of the Constitution, every child between the ages of 6 and 14 has a fundamental right to receive school education for 8 years. The ‘Karnataka Right to Free and Compulsory Education Rules, 2012’ directs local bodies to maintain an education register for out-of-school children.
Further, the ‘Karnataka Right to Free and Compulsory Education (Amendment) Rules, 2014’ provide for the responsibilities of local bodies with regard to the attendance of children.
The Hon’ble High Court is hearing a case regarding the mainstreaming of out-of-school children and the non-enrollment of out-of-school children. In this regard, a survey is in progress to identify the exact number of out-of-school children in the limits of the BBMP as per the directions given by the Hon’ble High Court.
The survey work to identify out-of-school children in the limits of BBMP is being conducted by the Centre for e-Governance through the mobile app ‘Karnataka H2H Children Survey App’ available on the ‘Karnataka Government App Website.’.
The survey started on 24th February 2025:
As per the directions of the High Court, a door-to-door survey of all the houses in the limit of BBMP is being conducted in all eight zones from 24th February 2025 by sewing teachers of the education department, ASHA workers, and link workers. About 10 enumerators have been appointed for each ward and the said enumerators visit each house and survey everyone between the ages of 6 and 18 and record the information in the app.
6,936 out-of-school children are identified:
The work of identifying and surveying children who are out of school is actively going on in all the 8 zones under the limit of BBMP. Out of 1,08,203 children in the 8 zones of the BBMP till 10th March 2025, 6,936 children who are out of school have been identified. The survey work will be completed by visiting all the houses soon. The public is requested to cooperate in this survey work.
