Industry Engagement Focuses on Strengthening Domestic Telecom Manufacturing and Innovation Ecosystem; ~₹700 crores committed in Bengaluru Investor Roadshow for TMZ, Gwalior
The establishment of India’s first integrated Telecom Manufacturing Zone (TMZ) is in line with Prime Minister Narendra Modi’s Vision of Aatmanirbhar Bharat and Make in India Initiative
The Department of Telecommunications (DoT) organised its 3rd Investors’ Roundtable in Bengaluru today to engage with leading technology, telecom, semiconductor and electronics industry stakeholders on investment opportunities in India’s first integrated Telecom Manufacturing Zone (TMZ) coming up in Gwalior, Madhya Pradesh.
The roundtable, chaired by Jyotiraditya M. Scindia, Union Minister of Communications and Development of North Eastern Region along with Dr. Mohan Yadav, Chief Minister of Madhya Pradesh brought together industry leaders and potential investors to deliberate on strengthening domestic telecom manufacturing capabilities, enhancing value addition, promoting research and development, encouraging innovation, supporting exports and developing a globally competitive telecom and electronics ecosystem.
Speaking on the occasion, Jyotiraditya M. Scindia said, “The Telecom Manufacturing Zone is a powerful example of cooperative federalism in action. The Union Government and the Madhya Pradesh Government are working hand in hand, with the State putting in place incentives and subsidies of around ₹8,000 crore. This kind of collaborative approach creates the confidence for the private sector to invest, innovate and scale.”
The Union Minister further added, “India is now moving decisively from being a services-led nation to a product-led nation. In telecom, our three priorities are clear: increase domestic value addition, create intellectual property in India, and take Indian-designed and Indian-manufactured products to every corner of the world. We have seen India’s Atmanirbharta journey gather momentum across sectors, from semiconductors to aviation. The next frontier is telecom. Under Prime Minister Narendra Modi’s vision of Make in India, Make for India and Make for the World, we must now also Design in India and build products that compete globally”
The Union Minister also highlighted that, “Today’s Bengaluru roadshow marks the completion of Phase 1 of our investor outreach, with nearly 24 companies already on board. Our commitment is simple: if an investor has a query or faces an issue related to the TMZ, we will work to resolve it within 48 hours. We want to make Gwalior not just a manufacturing destination, but a destination where industry knows it has a responsive government partner.”
Dr. Mohan Yadav, Chief Minister of Madhya Pradesh, said, “Madhya Pradesh is emerging as a strong destination for investment across sectors, with immense potential backed by its strategic location and infrastructure. We are committed to creating a conducive ecosystem for industries, particularly in emerging technology and telecom sectors. I am confident that this partnership will bring new investments, generate employment and contribute to India’s journey towards becoming a global economic leader.”
The Bengaluru Investors’ Roundtable was part of the continued investor outreach by the Department of Telecommunications following the launch of the Telecom Manufacturing Zone initiative.
On 30th July 2026, Department of Telecommunications and the Government of Madhya Pradesh signed a Memorandum of Understanding (MoU) at New Delhi, for establishment of India’s first Telecom Manufacturing Zone, Phase-I, at Gwalior. The MoU envisages a plug-and-play industrial cluster with integrated infrastructure for telecom and electronics manufacturing, research and development, innovation and allied activities. The Central Government is providing 100 per cent funding support of ₹493 crore for Phase-I, while the Government of Madhya Pradesh has provided approximately 170 acres of land free of cost along with investor incentives.
This was followed by the two Investors’ Roundtable in Delhi and Mumbai, where the industry assured investment commitments of ₹5,500 crore, with the potential to generate around 18,000 employment opportunities under the Telecom Manufacturing Zone.
The third Investors’ Roundtable, reflected deep engagement of investors with the TMZ initiative, proposing investments between Rs. 700 crore to Rs. 800 crores after due consideration by their management. Several companies offered positive reviews for the investments and will undertake site visits for evaluation.
The Telecom Manufacturing Zone initiative is aligned with the vision of Aatmanirbhar Bharat and Make in India, Make for the World, and is intended to catalyse investment, manufacturing, innovation and employment in the telecom and electronics sectors.
Before the Investors’ Roundtable, the Union Minister visited Qualcomm in Bengaluru, a leading technology and telecom company. During the industry visit, the Union Minister interacted with company leadership and senior representatives and discussed developments in telecom technologies, semiconductor capabilities, indigenous product development, research and innovation, and the scope for greater participation of technology companies in India’s telecom manufacturing ecosystem.
The industrial visit provided an opportunity to understand industry requirements and explore avenues for stronger Government-industry collaboration in areas including telecom equipment, semiconductor technologies, product design, research and development and next-generation communication technologies.
