Disposal of cases in revenue courts on martial law basis: Chief Minister Siddaramaiah is happy

Chief Minister Siddaramaiah expressed happiness after reviewing the fact that cases pending in revenue courts were disposed of in a martial manner.
The Chief Minister, who reviewed the progress of the Revenue Department at the Chief Minister’s Home Office Krishna today, said that mere quantity of disposal is not enough, only quality disposal will put a brake on appeals. He instructed Revenue Minister Krishna Byre Gowda to pay more attention in this direction.
Minister Krishna Byre Gowda, along with the documents, explained to the Chief Minister that three-quarters of the cases pending for more than 10 years and 5 years have been resolved in one and a half years. When our government came to power, there were more than 10,000 cases that were overdue. Now, only 369 cases are in the Tahsildar courts.
It is a good thing that the account change process is being done within a day in 65% of the cases. This has been possible through auto mutation. The entire land conversion process should be completed within a month. The act has been amended so that land conversion is not required again once the master plan is in place. He directed that an order in this regard be issued as soon as possible.
The Chief Minister has strictly instructed the officials to update the master plans in urban areas from time to time. They should be careful not to cause any harassment or unnecessary delay to the common people in cases of mutation and land conversion.
A master plan should be prepared as soon as possible:
Cases should be disposed of on priority in revenue courts. There should be no room for delay. Cases should be disposed of within 3 months in Tahsildar courts.
Earlier, there were more than 10,000 cases that were past due. Now, only 369 cases are pending in the Tahsildar courts. Along with speeding up the disposal of cases, the quality of justice should also be improved. The District Magistrate said that 36 percent of the cases that were pending in the courts for decades have been disposed of in just one year.
Cases are being disposed of in the Tahsildar-District Magistrate courts on a sabbatical basis. However, Minister Krishna Byre Gowda explained to the Chief Minister that the speed of disposal in the Sub-Divisional Magistrate courts is slow, citing technical reasons. This should be disposed of within the time limit. The functioning of the Sub-Divisional Magistrate courts should be improved. The Chief Minister instructed that a final warning be given to the Sub-Divisional Magistrates in this regard.
Many cases have been pending in the Sub-Divisional Magistrate’s Courts for years and should be disposed of within the time limit. Now this number has come down to just 6 thousand. 18 special Sub-Divisional Magistrates have been appointed in the Bengaluru area for the speedy disposal of cases. Aadhaar seeding is being done for land accounts. Aadhaar seeding has been done for 2.22 crore accounts in the state so far, which has helped prevent the creation of fake documents. This has made it possible to detect cases of land being used for commercial purposes without land conversion.
Reforms have been made in the revenue system by making proper use of software. We are issuing property cards through drone survey in urban areas through the mapping project. Survey work has been carried out through drone in 21 districts. The Chief Minister said that drone survey should be started in the remaining districts as well.
Computerization of land records has been undertaken through the Land Security Scheme. So far, computerization of about 8 crore original records has been completed. Computerization of records is underway in all 31 districts. Farmers who have been cultivating government land for many years should submit a suitable proposal for granting ex gratia while acquiring the said land.
The work of converting 3,800 inhabited areas like huttis and tandas into revenue villages is in progress. The process of converting all the huttis and tandas in the state into revenue villages should be completed within the stipulated time frame. Out of the 64 newly created taluks, administrative buildings have been constructed in 14 taluks. Steps should be taken to complete the construction of administrative buildings in the remaining taluks, the Chief Minister said.
