CM D.K. Shivakumar has requested Union Home Minister Amit Shah to help improve the security infrastructure and police capacity of the state of Karnataka, including creation of two additional India Reserve Battalions (IRBs), use of CSR funds for police department activities, upgradation of infrastructure in police training institutes, modernization of prisons (jails).““
He made this request during a meeting with the Union Home Minister in Delhi.“
“Key points of the appeal:
““1. Karnataka State Police awarded ‘President’s Colour’ (the President’s highest honour):““The proposal for conferring the ‘President’s Colour’ award to the Karnataka State Police has been submitted to the Government of India on 08-05-2024 and is currently under consideration. The Karnataka State Police Department is yet to receive this prestigious honour. The matter should be examined at the earliest and approval should be given for conferring the ‘President’s Colour’ award.““
2. Creation of two additional India Reserve Battalions (IRBs):““A fresh proposal for setting up two more additional IRB Battalions in Vijayanagar and Ramanagara districts at an estimated cost of Rs. 243.87 crore has been sent to the Ministry vide letter No. HD/133/POP/2024 dated 04-02-2025. I request for early approval of the same.“
“3. Assistance to States and Union Territories for Police System Modernization (ASUMP) – 2025-26:““A proposal of Rs. 280.00 crore has been submitted under the ASUMP scheme for the establishment of Command and Control Centers and Communication Equipment in four major cities and should be sanctioned at the earliest.““
4. Inclusion of Police Related Activities (CSR) under Schedule VII of the Companies Act, 2013:““A proposal to include police related activities under Schedule VII of the Companies Act, 2013 to facilitate the utilization of Corporate Social Responsibility (CSR) funds is being submitted and should be approved soon.““
5. Infrastructure Upgradation in Police Training Institutes:““A detailed proposal of Rs. 258.53 crore has been submitted for upgrading the infrastructure in Police Training Institutes as per the GAP Analysis guidelines of BPR&D, for which I seek your approval.““
6. Modernization of Prisons (Jails):““A proposal has already been submitted to release Rs 20 crore for the financial year 2025-26 (for the purchase of CCTV, walkie-talkies and other security equipment) under the Prisons Modernization Scheme, and this amount should be sanctioned soon.““
7. Extension of deadline for implementation of Rule 52-A of the Central Motor Vehicles Rules, 1989:““A letter has been written to the Ministry of Road Transport and Highways seeking an extension of the deadline for implementing Rule 52-A in Karnataka. Please discuss this matter with the concerned ministry and approve it at the earliest.““
8. Upgrading of CCTV cameras in police stations:““As per the discussions held before the Hon’ble Supreme Court of India, a proposal of Rs. 278.26 crore has been submitted under ASUMP for upgradation of CCTV cameras installed in police stations. This should be considered positively.““
9. Establishment of Karnataka Cyber ??Crime Control and Coordination Unit (K4C):““Cybercrimes pose a serious and persistent challenge to society, economy and national security. To curb these, a sophisticated cyber security system is required and the Government of Karnataka intends to set up a ‘Karnataka Cybercrime Control and Coordination Unit’ (K4C) at an estimated cost of Rs. 360 crore.
